Efektivitas Penerapan Manajemen Berbasis Sekolah Dalam Peningkatan Mutu Pendidikan Di SD Kristen X Kotamobagu

Abstract
This study was motivated by the importance of implementing School-Based Management (SBM) as an educational decentralization strategy to improve school quality through strengthening autonomy, participation, transparency, and accountability. Although SBM has been implemented at SD Kristen X Kotamobagu, several challenges remain, including uneven teacher competencies, limited utilization of facilities and infrastructure, and suboptimal stakeholder participation. This study aimed to analyze the effectiveness of SBM implementation, identify supporting and inhibiting factors, and formulate strategies for improving school quality. A descriptive qualitative approach was employed involving the principal, teachers, administrative staff, school committee members, and parents as informants. Data were collected through in-depth interviews, observations, and document analysis, and were analyzed using the Miles, Huberman, and Saldaña interactive model. The findings indicate that SBM implementation at SD Kristen X Kotamobagu has been relatively effective through participatory planning, transparent school management, and stakeholder involvement in decision-making processes. However, its effectiveness is still constrained by limited resources, variations in teacher competence, and low parental participation. Strengthening human resource capacity, optimizing academic supervision, and enhancing collaboration between the school and stakeholders are essential strategies for achieving sustainable educational quality improvement.
