Abstract
The provision of healthcare services in hospitals involves not only medical aspects but also administrative governance, which may give rise to maladministration practices. This study aims to analyze the legal liability of hospitals for maladministration practices in the delivery of healthcare services in Indonesia and to examine the role of Good Hospital Governance in strengthening the hospital accountability system. This study employs a normative legal research method using statutory, conceptual, and case approaches through a literature review of primary, secondary, and tertiary legal materials. The results indicate that legal regulations concerning hospital liability have been established through various legal instruments; however, they remain sectoral and have not yet formed a comprehensive and integrated accountability framework. The implementation of Good Hospital Governance is therefore essential as a preventive instrument to strengthen transparency, accountability, responsibility, and the protection of patients’ rights in preventing maladministration within healthcare services.
