Konseptualisasi Kebijakan Tata Kelola Kecerdasan Artifisial dalam Penguatan Cyber Security pada Perbankan Syariah di Indonesia

Abstract
The development of digital technology, particularly artificial intelligence (AI), has driven significant transformation in the Islamic banking sector, particularly in strengthening cybersecurity systems. However, this accelerated innovation has not been fully matched by a specific and comprehensive regulatory framework, creating a legal vacuum and risks to data protection and customer trust. Based on these conditions, the research problem formulation in this study is the status quo of AI implementation in cybersecurity systems in Islamic banking in Indonesia and how to conceptualize an ideal AI governance policy to strengthen cybersecurity in Islamic banking. This study uses a normative legal research method with a statutory and conceptual approach. The legal materials used include primary, secondary, and tertiary legal materials, which are analyzed descriptively and qualitatively through systematic and anticipatory interpretation techniques. The results of the discussion indicate that the application of AI in Islamic banking cybersecurity has developed, characterized by the use of AI in detecting threats, responding to cyberattacks, and even data leaks. Normatively, existing regulations are still general in nature and do not specifically regulate the use of AI in cybersecurity systems in the context of Islamic banking. To address these issues, a comprehensive AI governance policy conceptualization is needed through the DIGITS model, which is an ideal AI governance model through a reformulation of the Islamic Banking Law by adding regulations regarding the implementation of Islamic banking technology, system security and resilience, personal data protection, and accountability and sanctions for violations. Supervision is also carried out by involving the Financial Services Authority, the Ministry of Digital Communications, and the Personal Data Protection Agency to ensure alignment.
