Potensi Konflik Sosial Akibat Dampak Perubahan Iklim di Kawasan Pesisir Indonesia

Abstract

Perubahan iklim membawa dampak signifikan bagi wilayah pesisir Indonesia yang memiliki garis pantai terpanjang kedua di dunia. Kenaikan muka air laut, banjir rob, intrusi air asin, degradasi mangrove, dan pemutihan terumbu karang memperparah kerentanan masyarakat yang sebagian besar bergantung pada perikanan, pertanian pesisir, dan aktivitas ekonomi lokal. Penelitian ini bertujuan untuk menganalisis potensi konflik sosial yang timbul akibat dampak perubahan iklim di kawasan pesisir Indonesia dengan menggunakan pendekatan kualitatif berbasis studi literatur. Analisis dilakukan dengan mengintegrasikan Teori Kelangkaan Lingkungan dan Konflik Kekerasan Homer-Dixon serta perspektif Ekologi Politik. Hasil kajian menunjukkan bahwa degradasi lingkungan memicu tiga bentuk kelangkaan, yaitu kelangkaan pasokan, kelangkaan permintaan, dan kelangkaan struktural, yang berpotensi menimbulkan ketegangan sosial hingga konflik terbuka. Di sisi lain, ekologi politik menyoroti peran ketimpangan akses, relasi kuasa, dan kebijakan pembangunan yang seringkali meminggirkan masyarakat pesisir. Kedua perspektif ini menunjukkan bahwa perubahan iklim bukan hanya isu ekologis, melainkan juga persoalan sosial-politik dan keamanan. Dengan demikian, solusi adaptasi harus bersifat inklusif, adil, dan berbasis masyarakat agar dapat meminimalkan risiko konflik serta memperkuat ketahanan sosial-ekologis pesisir Indonesia.
